5 KEY REQUIREMENTS FOR STARTING A MINING BUSINESS IN TANZANIA

Before starting a mining business in Tanzania, there are five important requirements you must fulfil:

1. Register Your Company

You must register your mining company according to the Tanzania Companies Act. After registration, you will receive a certificate confirming your company is officially registered.

2. Obtain a Tax Identification Number (TIN)

Get a Tax Identification Number from the Tanzania Revenue Authority (TRA) to comply with tax regulations.

3. Obtain a Business License

Secure a valid business license to legally operate your mining business in Tanzania.

4. Set Up a Project Office

Before beginning any mining work, you should set up a project office in the district where your mining project is located. This helps manage operations locally and stay connected with the community.

5. Submit Local Content Plans for Approval

When applying to carry out mining activities, you must prepare and submit local content plans to the Mining Commission for approval. There are two types of plans to submit:

  • A long-term local content plan aligned with your work program,
  • An annual local content plan for each year of operation.
  • The Commission will acknowledge receipt of your plans within seven working days and forward them to the appropriate Committee for review.
    Your local content plan must clearly show how you will:

  • Prioritize using services and goods made in Tanzania, as long as they meet mining industry standards,
  • Give qualified Tanzanian workers first priority for employment,
  • Provide adequate on-the-job training for Tanzanians.
  • The plan should also explain how you will ensure the use of locally manufactured goods that meet mining standards.

    If you have collective bargaining agreements with employee groups, these must follow the Employment and Labour Relations Act.
    Additionally, your local content plan must include these specific sub-plans:

  • Employment and Training Sub-Plan (how Tanzanians will be employed and trained),
  • Research and Development Sub-Plan,
  • Technology Transfer Sub-Plan (how technology and skills will be shared with Tanzanians),
  • Legal Services Sub-Plan,
  • Financial Services Sub-Plan.
