Chinese Companies Trading in Tanzania: Important Guidelines and Regulations
Tanzania is endowed with abundant resources that create diverse investment opportunities. Currently, Chinese nationals and companies can conduct business directly in Tanzania in sectors of their choice. However, it is crucial to comply with Government Notice No. 487A (GN 487A), titled The Business Licensing (Prohibition of Business Activities for Non-Citizens) Order, 2025, published on July 28, 2025.
Prohibited Business Activities for Non-Citizens
GN 487A explicitly prohibits non-citizens from engaging in the following 15 business activities in Tanzania:
- Sale of goods on a wholesale and retail basis (excluding supermarkets, specialized product outlets, and wholesale centers for local producers).
- Mobile money transfer services.
- Repair of mobile phones and electronic devices.
- Salon businesses (unless operated within hotels or for tourism purposes).
- Home, office, and environmental cleaning services.
- Small-scale mining.
- Postal services and parcel delivery within Tanzania.
- Tour guiding within the country.
- Establishment and operation of radio and television stations.
- Operation of museums or curio shops.
- Brokerage or agency services in business and real estate.
- Clearing and forwarding services.
- On-farm crop purchasing operations.
- Ownership or operation of gambling machines or devices (except within casino premises).
- Ownership and operation of micro and small industries.
Legal Consequences of Violations
Engaging in any of the prohibited businesses is illegal and punishable by law. Penalties include:
- • A fine of not less than TZS 10 million, or
- • Imprisonment for up to six months,
- • Revocation of visa and resident permit for non-citizens.
Additionally, Tanzanian citizens who assist non-citizens in conducting prohibited businesses face:
• A fine of TZS 5 million, or
• Imprisonment for up to three months.
Permitted Business Structures for Chinese Nationals
Chinese nationals are allowed to establish and operate businesses in Tanzania through the following forms:
- • Sole proprietorship by registering a business name.
- • Incorporated companies formed by two or more persons subscribing to a memorandum of association.
- • Joint ventures with Tanzanian partners.
Each business structure has specific legal requirements. For example, to incorporate a company, the following information must be provided:
- • Copy of passport or incorporation/registration.
- • Nationality or nationalities.
- • Country of residence or incorporation.
- • Residential or registered office address.
- • National identity or registration number.
- • Taxpayer Identification Number (where applicable).
- • Any other prescribed information.
