REGULATIONS FOR SATELLITE AND SUBMARINE CABLE COMMUNICATION SERVICES IN THE UNITED REPUBLIC

Electronic communication services refer to a broad range of services that enable the exchange of information, data, voice, or multimedia content through electronic means. These services utilize electronic devices and infrastructure such as the internet, telecommunications networks, satellites, and other digital platforms to facilitate communication between individuals, organizations, or systems.
Tanzania has amended The Electronic and Postal Communications (Licensing) Regulations, 2018 with the Electronic and Postal Communications (Licensing) (Amendment) Regulations, 2025 to govern the provision of electronic communication services using satellite and submarine cables. In order to operate such services, applicants must comply with the following requirements.

Satellite Communication Services

To provide electronic communication services using satellite, an applicant must apply for a national network facilities licence and install its gateway, earth station, or hub, and point of presence within the United Republic. Additionally, a satellite operator who intends to provide capacity to existing licensees for the provision of communication services must apply for satellite landing rights.

Application for Satellite Landing Rights

An application for satellite landing rights must be made by the satellite administration or foreign satellite operator owning the satellite network. The application must be accompanied by the following documents:

  • A copy of the licence from the home country in which the satellite is registered for launching;
  • Evidence that the applicant has successfully undergone and completed the satellite coordination process under the International Telecommunication Union framework.

  • Submarine Cable Communication Services

    To operate a submarine cable in the United Republic, an applicant must either apply for a respective licence from the Authority or apply for submarine cable landing rights and enter into a contractual agreement with the Authority.


    Licence Permission

    A licensee shall apply for consent for change of name to the Authority by filling an application form prescribed as customized in the Licensing Management System Portal of the Authority.
    In conclusion, the regulation of satellite and submarine cable communication services in the United Republic of Tanzania is essential to ensure secure, reliable, and equitable access to advanced communication infrastructure.
